I bought from Germany a machine that operates with 230V. 50Hz. 1500 w with internal 5A motor, but in Mexico we have 60 Hz.

Yes, whatever the change in converter output voltage, the converter max output current capability will be 27.8A.
And for 380 volt 3 phase 4 wire plus ground 50Hz, the max output current will be 27.8A.
I need two different frequency converters
I need two different converters and need you to confirm my choices:
Input on both: 3 phase Delta 230V (L1, L2, L3, G) 50Hz.
Output 1: 3 phase Wye 115V (L1, L2, L3, N, G) 60Hz. 3 kVA.
Output 2: 3 phase Wye 115V (L1, L2, L3, N, G) 400Hz. 15 kVA.

Your choices are correct, and if you ordered both converters with 400Hz output frequency, the two converters could be interchangeable between your systems within their output power limit "for each".
